Premessa

L’Associazione i Ken Onlus, in occasione della 17ª edizione del Festival Cinematografico Omosessuale e Questioning OMOVIES, bandisce un Concorso destinato ad opere audiovisive a tematica omosessuale, transgender e/o questioning. Il Festival sarà svolto sia on-line che in presenza in sala cinema.

I produttori delle opere premiate si impegnano a riportare la dicitura del premio aggiudicato indicandolo nei titoli di testa e di coda delle opere, nei comunicati e in tutto il materiale di pubblicità e informazione sia a stampa che su altri media, nessuno escluso.

art.1 Condizioni di Ammissione alla Selezione

Tutte le opere per cui si richiede l’iscrizione al concorso devono essere state realizzate a partire dal 1° gennaio 2022 Le opere verranno selezionate senza preclusione di generi (fiction, documentario, animazione, video arte, video danza, spot, ecc.) Possono partecipare opere che rientrano nei tempi elencati di seguito:

 Cortometraggi con durata massima di 20 minuti inclusi titoli di testa ed i titoli di coda

 Mediometraggi con durata massima di 60 minuti inclusi titoli di testa ed i titoli di coda

 Lungometraggi con durata oltre i 60 minuti inclusi titoli di testa ed i titoli di coda

art.2 Termini e Modalità di Iscrizione

L’iscrizione al concorso ha un costo di:

cortometraggio 10,00 € (10,00 euro)

mediometraggio film 15,00 € (quindici,00 euro)

lungometraggio 20,00 € (venti,00 euro)

L’iscrizione è aperta a tutti e tutte, sia in forma individuale che associativa (enti, fondazioni, scuole, associazioni, cooperative, consorzi, gruppi informali, etc.).

Per l’iscrizione I/Le concorrenti dovranno condividere con il festival OMOVIES tramite DROPBOX con l’indirizzo mail festival@omovies.it un’unica cartella recante il nome del concorrente contenente i seguenti file per ogni singola opera presentata:

 L’opera da iscrivere al concorso indicando: titolo, regista, durata, luogo ed anno di produzione.

 La versione digitale della scheda di iscrizione completa di tutte le informazioni richieste scaricabile dal sito www.omovies.it;

 Da 2 a 5 fotografie tratte dall’opera in formato jpeg di almeno 800×600 Pixel;

 Una sinossi dell’opera da iscrivere in italiano ed una in inglese;

 2 fotografie del regista in primo piano in formato jpeg di almeno 800×600 Pixel;

 Per le opere in lingua non italiana, non sottotitolate in lingua italiana, i sottotitoli andranno forniti obbligatoriamente in lingua inglese in un file in formato .srt separato dal video.

 In mancanza di uno di questi punti l’iscrizione sarà considerata nulla.

Le opere iscritte, anche quelle non selezionate, entreranno a far parte dell’archivio del Festival OMOVIES e dell’associazione i Ken onlus e potranno essere utilizzate a scopi culturali e/o educativi, per promuovere scambi, collaborazioni con altri enti, associazioni ecc., i quali, si assumeranno l’obbligo di citare la fonte e di informare preventivamente gli autori e/o i detentori dei diritti. Nel caso l’opera prodotta da presentare fosse frutto di più autori e/o autrici, bisognerà indicare un capogruppo all’atto dell’iscrizione da inviare tramite mail all’indirizzo indicato.

Inoltre si specifica che per la proiezione delle opere selezionate ed inserite nella programmazione del festival (online e in sala), non è previsto nessun tipo di contributo economico da parte della direzione del festival verso chi detiene i diritti dell’opera filmica in concorso.

L’iscrizione tramite DROPBOX, sottintende la piena accettazione del regolamento espresso all’art.3 del presente Bando.

art.3 Regolamento

1) Ogni autore, o gruppi di autori associati, potrà partecipare complessivamente con massimo 3 (tre) opere, prodotte a partire dal 1° Gennaio 2022.

2) Le opere presentate non devono essere già state selezionate per la 16ª edizione del festival OMOVIES sia in concorso che fuori concorso.

3) Per ogni opera presentata è necessario compilare, firmare e recapitare una singola scheda di iscrizione. (art. 2)

4) Per ogni opera presentata è necessario condividere tramite DROPBOX una singola cartella contenente quanto descritto all’art. 2 del presente bando

5) Le opere girate in lingua non italiana, dovranno essere sottotitolate in lingua italiana oppure l’autore dovrà fornire i sottotitoli in lingua inglese in un file in formato srt.(art.2) Le opere girate in lingua non italiana pervenute senza la sottotitolazione oppure senza l’invio dei sottotitoli in inglese in formato srt, possono essere selezionate e presentate come opere fuori concorso. È comunque gradita, ma non vincolante, la sottotitolatura in lingua italiana anche per le opere in lingua italiana, al fine di poter permettere la visione anche ad un pubblico audioleso.

6) Qualsiasi obbligo legale di diritto d’autore, riguardo le musiche, le immagini fotografiche, le immagini video e tutto ciò che è contenuto nelle opere presentate, comprese le immagini di persone filmate, sarà di esclusiva responsabilità dell’autore e/o produttore dell’opera.

7) Qualsiasi irregolarità o inadempimento del suddetto Regolamento (art.3) renderà nulla l’iscrizione al concorso.

art. 4 Selezione delle Opere

Tutte le opere pervenute saranno visionate e selezionate da una commissione composta dalla direzione del Festival OMOVIES, dal curatore della programmazione del Festival OMOVIES da rappresentanti dell’associazione i Ken e da professionisti del mondo dello spettacolo, della cultura e della società civile. Le opere saranno giudicate e selezionate sulla base della capacità di raccontare una storia in forma originale, coniugata alla qualità di realizzazione e di espressione dei temi trattati.

La Direzione del festival darà comunicazione degli esiti della selezione tramite posta elettronica, all’indirizzo indicato dagli autori, entro il 31 ottobre 2024. Le opere selezionate, ai fini dell’assegnazione dei premi, saranno suddivise in macrosezioni in base al genere FICTION e DOCUMENTARY. Inoltre le opere selezionate ai fini dell’assegnazione dei premi verranno suddivise ulteriormente in base al genere: animazione, video arte, video danza, spot, ecc. se ci sarà un numero minimo di 5 (cinque) concorrenti per ogni categoria. Ogni regista avrà a disposizione pass nominali, validi per tutta la durata della manifestazione: uno personale e l’altro riservato a un suoi eventuali accompagnatore o accompagnatrice.

Tra le opere selezionate verranno scelte le migliori che entreranno a far parte delle nomination 2024 che andranno a concorrere per i premi della 17° edizione.

La programmazione generale e gli orari delle proiezioni sono di competenza esclusiva degli organizzatori del Festival OMOVIES. Le proiezioni potranno avere luogo sia in sala cinema che online.

art.5 Giurie

La Direzione del Festival OMOVIES nominerà una Giuria generale composta da addetti ai lavori, con esclusione di coloro che abbiano collaborato alla creazione delle opere in concorso o siano interessati al loro utilizzo. La Giuria generale verrà poi suddivisa in diverse Giurie tante quante sono i premi da assegnare ed in base alla tipologia delle opere presentate in concorso. Alle operazioni di voto dei giurati presenzierà un rappresentante della Direzione del Festival OMOVIES con funzioni esclusive di assistenza in materia di regolamento e prassi. I nominativi dei componenti della Giuria generale, altri rispetto ai selezionatori, saranno resi pubblici nella conferenza stampa di presentazione del Festival e con comunicato sul sito internet www.omovies.it. Le decisioni delle Giurie sono incontestabili ed inappellabili.

art.7 Vincitore

art.8 Norme di Carattere Generale

La Direzione del Festival si riserva di decidere su tutto quanto non specificato nel regolamento. Eventuali modifiche od integrazioni al presente regolamento potranno essere apportate dalla direzione del festival per ragioni di carattere organizzativo, consultabili al sito www.omovies.it È responsabilità degli autori che iscrivono le opere al Concorso garantire di essere legittimamente autorizzati a farlo da parte degli eventuali aventi diritto sull’opera. Iscrivendo le opere al Concorso si mallevano i responsabili del Festival OMOVIES da qualsiasi responsabilità in ordine all’utilizzo dell’opera e alla corresponsione dei premi. Tutte le questioni non contemplate nel presente regolamento sono di competenza del Consiglio Direttivo dell’associazione i Ken ONLUS organizzatrice, che ha il potere di derogare al Regolamento stesso in casi particolari e ben motivati.

All’atto dell’iscrizione al festival si accetta e condivide il regolamento indicato nell’art.3 del presente bando.

art.9 Clausola Arbitrale

Qualsiasi controversia dovesse sorgere tra i partecipanti e il Festival OMOVIES deve essere devoluta alla determinazione inappellabile di un collegio arbitrale formato da tre arbitri amichevoli compositori, i quali giudicheranno “ex bono et aequo” senza formalità di procedura, fatto salvo il contraddittorio delle parti, entro 60 giorni dalla nomina. La loro determinazione avrà effetto di accordo direttamente raggiunto tra le parti. Gli arbitri sono nominati uno da ciascuna delle parti ed il terzo dai primi due o in difetto di accordo, dal presidente del Tribunale di Napoli, il quale nominerà anche l’arbitro per la parte che non vi abbia provveduto.

The Association i Ken Onlus announces a competition for audiovisual lesbian gay transgender and/or questioning-themed works, at the 17th edition of OMOVIES – Lesbian Gay Transgender and Questioning Film Festival. The Festival will be held both on-line and in the cinema room.

art.1 Conditions of Admission

All works entering the competition must be finalized after January 1, 2022. The works will be selected without foreclosure of genres (fiction, documentary, animation, video art, dance videos, commercials, etc.). Any work that belongs to the following categories and duration may participate in the contest:

 Short films with a maximum length of 20 minutes, including titles and credits.

 Medium-length films with a maximum length of 60 minutes, including titles and credits.

 Feature films lasting over 60 minutes, including titles and credits.

art.2 Terms and Conditions

Entry to the competition has a cost of:

short film 10,00 € (ten,00 euro)

medium – length film 15,00 € (fifteen,00 euro)

feature film 20,00 € (twenty,00 euro)

The competition is open to everyone, as an individual or in associative forms (agencies, foundations, schools, associations, cooperatives, informal groups, etc..)

For registration, competitors will have to share with OMOVIES Festival via DROPBOX at festival@omovies.it, single folders bearing the competitor’s name and containing the following files

for each work submitted:

 The whole work to be entered in the competition, including the following information: title, director, duration, place and year of production.

 The digital version of the application form (downloadable at www.omovies.it) filled in with all the required information;

 From 2 to 5 film photographs, jpeg format (at least 800×600 pixels);

 A film synopsis in Italian and in english;

 2 close-up photos of the director, jpeg format (at least 800×600 pixels);

 Films in languages other than Italian, and which do not have subtitles in Italian, must be subtitled in english in .srt format and provided in an external file.

 In the absence of one of these points the registration will be considered void.

All the works, including those not selected, will become part of OMOVIES Festival and i Ken, non-profit association, archive and can be used for cultural and/or educational purposes, to promote exchanges, cooperation with other institutions, associations, etc. The organizers will assume the obligation to mention the source and to inform the authors and/or copyright holders, in advance. In the event that the work to be submitted is the work of several authors and/or authors, a group leader must be indicated at the time of registration and sent by e-mail to the indicated address.

It is also specified that for the screening of the works selected and included in the festival programme (online and in cinema rooms), no financial contribution will be made by the festival management to the owner of the rights to the film in competition.

Registration via DROPBOX implies full acceptance of the rules expressed in Art. 3 of this call for participation.

art.3 Regulations

1) Each author or associated group of authors can participate with no more than 3 (three) works produced after January 1st, 2022.

2) The films should not have participated in the OMOVIES film festival 16th edition contest, not even as hors competition.

3) For each work, you need to complete, sign and deliver a single application form (Article 2).

4) For each work, you need to share a single folder via DROPBOX as described in Art. 2 of this present call.

5) The films shot in languages other than Italian must be necessarily subtitled in Italian or in english and provided by the authors in an external.srt file. (art.2).
The works filmed in languages other than Italian without subtitling can still be presented as hors competition. subtitles in english or Italian for the Italian language films are highly appreciated, but not compulsory, in order to allow viewing even to a hearing impaired or hard-of-hearing audience.

6) Any legal obligation of copyright about the music, photographic images, video images and all that is contained in the works presented, including pictures of the people being filmed, will be the author ‘s and/or producer’s sole responsibility.

7) Any irregularity or default of this Regulation (Art. 3) will void the contest entry.

art. 4 Selection of Works

All submitted works will be reviewed and selected by a committee composed of the direction of OMOVIES Festival, the curator of OMOVIES Festival’s programme, the representatives of i Ken and professionals from the world of entertainment, culture and civil society. The works will be judged and selected on the basis of their ability to tell an original story, combined with the quality of production and expression of the tackled topics.

The Festival managing-board will announce the results of the selection by e-mail at the address indicated by the authors by october 31th, 2024. The works selected for the awards, will be divided into two main sections: FICTION and DOCUMENTARY. In addition, the works selected for the awards will be further divided according to genre, animation, video art, dance videos, commercials; etc The division will be carried out if there is a minimum number of five (5) competitors for each category. Each director will have nominal guest-passes valid for the whole duration of the event: a personal one and the other reserved for his eventual companions or chaperone.

From the selected works, the best will be chosen to be part of the 2024 nominations that will compete for the 17th edition awards.

The general programming and screening times are the sole responsibility of the organizers of OMOVIES Festival. The screenings can take place both in the cinema room and online.

art.5 Jury panel

OMOVIES Festival Management will appoint a general Jury of experts, with the exception of those who have contributed to the creation of the works in competition or may be interested in using them.

The general jury will then be divided into as many juries as there are prizes to be awarded and based on the type of works presented in the competition.

The voting of the Jury members will be also attended by a representative of OMOVIES Festival with the purpose of providing assistance in the field of regulation and practice.

The names of the members of the general Jury, other than recruiters, will be made public at the Press conference of the Festival presentation and announced on the website www.omovies.it

The Jury’s decisions are unquestionable and final.

OMOVIES Award 2024 – Best medium-length film-director plaque – fiction/DOC

OMOVIES Award 2024 – Best feature film -director plaque – fiction/DOC

i Ken Award 2024 – a plaque awarded by i Ken, non-profit association, to personalities from the world of entertainment, film, culture committed to the rights of LGBT people.

Vincenzo Ruggiero Award 2024 – plaque to the director of the best film selected by Vincenzo Ruggiero Jury

art.7 Winner

The producers of the award-winning short films are committed to cite the award gained in the opening and closing credits of the awarded short film, reporting about the award to the press and on all the advertising and information material both in print and on other media, without exception.

art.8 General rules and procedures

The Festival Management reserves the right to decide on all matters not specified in the regulation. Any changes or additions to this Regulation may be made by the managing board of the festival for organizational reasons, accessible on www.omovies.it.

It is the responsibility of the authors who enroll in the competition to ensure they are legally authorised to do so by any other authorised person. By entering the Competition you exempt from responsibility OMOVIES Festival managers from any responsibility for use of the work and the awarding of the prize.

All matters not covered by this Regulation shall be the responsibility of the Board of Directors of the i Ken Association, who have the power to waive the regulations in special and well-motivated cases.

art.9 Arbitration clause

Any dispute arising between the participants and OMOVIES Festival should be devolved to the final determination of an arbitration panel composed of three amicable arbitrators, who shall judge “ex aequo et bono” without the formality of procedure, subject to the adversarial party, within 60 days after the appointment. Their determination will directly take Agreement effect reached between the parties. The arbitrators shall be one appointed by each party and the third by the first two or failing agreement, by the President of the Court of Naples, who will also appoint the arbitrator for the party that has not presented one.
